( 二 ) 、 Incubation Services
Beijing IBI has established Five Innovation Service Systems, that is, venture training, information network, lab-equipment sharing, investing & financing and intermediary service. The five systems has formed their own models with obvious characteristics of promoting innovation and internationalization process on the basis of service innovation then to promote the development of incubators.

·Venture Training System
IBI has its own training center. "Center for National Computer Information and High Technology Examination of Zhongguancun Fengtai Science Park" has also been established in IBI. The center has held hundreds of trainings and lectures in these several years to satisfy incubated enterprises' needs of different kinds, including Company Law, Contract Law, Marketing, Venture Capital, Credit Guarantee, Incubator Network, ISO9000 Authentication, Mental Quality of Successful Entrepreneur, International Etiquette and so on. With the introduction of broadband network, the center has held computer training, quality training for new employees and prediction and analysis lectures for enterprise development with good results. Now the center is the important training base in North of China. Every September, Beijing IBI will hold "International Training Workshop on Technological Innovation for Small and Medium-sized Enterprises Based on Science and Technology", exchanging with participants from other developing countries.

·Lab-equipment Sharing
In order to take advantage of lab-equipment resources of colleges and universities, IBI has negotiated with many R&D institutes and universities and signed cooperation agreement to share the laboratory and some parts of instruments. Our partners are Beijing Polytechnic University, Tsinghua Pioneering Center etc. In May 2002, the lab base of Beijing IBI was established in Beijing Polytechnic University. Lab sharing is welcomed by incubated enterprises and the enterprises wish to establish broader cooperation with colleges and universities. And at the same time, Beijing IBI established united biomedical lab with one incubated enterprise.

· Investing & Financing System
Under the basis of complete investing and financing system, IBI takes all kinds of measures to widen financing channels according to different development stages of enterprises.

· Assisting actively enterprises to apply for Torch Program and S&T Innovation Fund.

· Establishing Venture Investment Company. In 2001, IBI established "Zhongguancun Zhongcheng Sci-tech Investment Co., Ltd." with other three shareholders. The introduction of venture investment system makes it possible to provide promising enterprises with capital support.

· Setting bridges between enterprises and banks. As the member of Beijing Enterprises Investment Association, Financing Department of Beijing IBI sets bridges between enterprises and financial departments by inviting Construction Bank Fengtai Branch, and Beijing Commercial Bank to give lectures on credit guaranty and other financing knowledge, which operates to combine capital with projects effectively after getting more information and investment projects.

· Information Network System
The local area network (LAN) and office automation system (OA) makes resources-sharing and no-paper office possible. With the operation of new web (www.bjibi.org.cn) and multimedia information inquiry system, enterprises can communicate with outer world easily and conveniently.

·Intermediary Service System
To enlarge the service scope, IBI has established Service Hall to provide perfect intermediary services, including industry and commerce agent, account firm, investment consultant company and ISO 9000 Authentication Institution, which strengthens service management and increases competitiveness.
As the important international training base of business incubator in North of China, Beijing IBI has held international training workshop on technological innovation for small and medium-sized enterprises based on science and technology successfully for four years. There are altogether 74 participants from 19 countries. The training workshop launched deep discussion on thesis such as the development of SMEs based on science and technology, the role (that) government, universities, science park and incubator play s in the development of SMEs. With the great support of Torch Center of the Ministry of Science and Technology and China Association of International Science and Technology Cooperation, the training workshop has achieved the anticipated goal.
